This Law-Framework has defined the basic objectives of the State's activity in the field of environmental protection and sustainable development.

It aims to:

• To promote the protection and conservation of natural resources, natural environments, biodiversity and cultural heritage and the prevention and control of pollutants and abuses;
• Inclusion of sustainable development in sectoral public policies and the adoption of a national strategy for sustainable development;
• The compatibility of the national legal framework with international conventions and standards related to environmental protection and sustainable development;
• Promote actions aimed at mitigation, adaptation to climate change and combat desertification;
• Approving institutional, economic, financial and cultural reforms in the field of environmental governance;
• Identify the obligations of the State, territorial communities, public institutions, state companies, private contractors, civil society associations and citizens in the field of environmental protection and sustainable development;
• Establishing a system of environmental responsibility and an environmental control system.
