According to this Dahir, the following are subject to the forest regime and administered in accordance with the provisions of this Dahir:

1. the forest sector;
2. the forests of communities likely to be developed or exploited regularly;
3. forests that are the subject of a dispute between the State and a community, or between one of these categories of owners and an individual;
4. collective land reforested or to be reforested and collective rangeland to be improved by the State after agreement of the supervisory council of local authorities;
5. land reforested or to be reforested and rangelands belonging to individuals, whose owners intend to entrust to the State either the supervision or the supervision and management.

The procedures for submitting the property provided for in paragraphs 2°, 4° and 5° of this dahir to the forest regime, as well as the conditions for their administration and supervision, are fixed by decree.

Violations of the provisions of this decree, in the absence of special sanctions provided for in this Dahir, shall be punishable by the penalties set out in the first paragraph of Article 55 of this Dahir, without prejudice, where appropriate, to the return of products and damages.
