Legislative and administrative measures

For its implementation, Morocco has undertaken to put in place a national legal and institutional framework that can effectively protect its genetic resources as well as the traditional knowledge associated with them.

To do this, Morocco has drawn up a draft law on access to genetic resources and the fair and equitable sharing of the benefits arising from their use, in application of the Nagoya Protocol, which has been submitted to the General Secretariat of the Government.

This bill will ensure effective protection of genetic resources and traditional knowledge and will ensure the participation of local populations in the advantages and benefits arising from the use of these resources.

The latter provides rules and procedures relating to the granting of permits for access to genetic resources and the modalities for the equitable sharing of benefits. Several procedures will be detailed in the implementing texts provided for this purpose (competent national authority, access mechanism, checkpoints, etc.).
