Project to support the update of the NBSAP and the preparation of the Seventh National Report.
The “Framework Programme to Support the Update of NBSAPs and the Seventh National Reports” is a Party-driven initiative funded by the Global Environment Facility (GEF) to continue the process of updating National Biodiversity Strategies and Action Plans (NBSAPs) and to initiate reporting on the implementation of the Kunming–Montreal Global Biodiversity Framework (KMGBF).
The programme provides financial and technical support to 139 developing countries, small island developing States, and economies in transition to support their efforts to update national action plans in line with the KMGBF and to prepare and submit their Seventh National Reports to the Convention on Biological Diversity (CBD).
The United Nations Development Programme (UNDP) and the United Nations Environment Programme (UNEP), in partnership with the CBD Secretariat and the GEF Secretariat, jointly support programme implementation.
Project Components
Component 1: Development of National Action Plans Aligned with the KMGBF, Building on the Outcomes of the Early Action Support Project
At the fifteenth meeting of the Conference of the Parties (COP 15) to the Convention on Biological Diversity, decision 15/6 was adopted to strengthen planning, monitoring, reporting and review mechanisms. This decision invites Parties to update their National Biodiversity Strategies and Action Plans (NBSAPs) to reflect the goals and targets of the Kunming–Montreal Global Biodiversity Framework (KMGBF), including the means of implementation.
Objectives:
The programme aims to support the implementation of this decision, as well as other related COP decisions, by offering countries tailored actions adapted to their national priorities and implementation context. These actions include:
- Implementing inclusive NBSAP stakeholder engagement processes to promote whole-of-government and whole-of-society approaches;
- Enabling the integration of gender considerations into consultation processes and the NBSAP;
- Strengthening policy alignment and coherence and mainstreaming biodiversity across key sectors;
- Enhancing readiness for NBSAP implementation;
- Developing, where appropriate, action plans to support the NBSAP;
- Undertaking, where relevant, planning processes for capacity development, resource mobilization, monitoring and evaluation.
Component 2: Completion of the Seventh National Reports to the CBD
In addition, in accordance with CBD decision 15/6, countries committed to submitting their Seventh National Report to the CBD by 28 February 2026.
Objectives:
Component 2 of the programme supports the preparation of these national reports through the following proposed actions, which countries may select according to their national context and priorities:
- Preparing national reporting processes, including stakeholder engagement;
- Analysing alignment between the NBSAP and the KMGBF, including the monitoring framework;
- Assessing progress towards achieving national targets;
- Assessing progress towards achieving the goals and targets of the KMGBF;
- Identifying key messages and conclusions;
- Strengthening capacities for the use of headline and other indicators.
Project Implementation Progress
Component 1
- Recruitment of the consultancy firm responsible for updating the NBSAP on 3 November 2025;
- Review and validation of the methodological note.
Component 2
- Recruitment of the consultancy firm responsible for preparing the Seventh National Report on 3 November 2025;
- Presentation of the methodological note to the National Biodiversity Sub-Commission on 8 January 2025;
- Preparation of Sections I and II of the report, covering the general context and the state of biodiversity, as well as the target sheets related to Sections III to V, linked to the actions, results and contributions of your institution;
- Submission of Sections I and II and the target sheets to the National Biodiversity Sub-Commission for additional information and validation no later than 9 February 2026.
